Niepce, GMS, and Notes

Hello, just checking in with 1.6.2! 
This has added in the Niepce's final art, a handful of GMS weapons and systems (a couple of which were designed by a friend who I am not sure wishes to be named on this update for now but is on the file.)
Those GMS bits and bobs are still being tested, but I believe they fall in line with the objectives of this supplements power.
Lastly, I am adding dev notes in the form of its own unobtrusive little license to minimize the amount of extra clutter whilst creating mechs and pilots with this supplement.
